The following sections describe the different classification schemes for roles & responsibilities.
There are five (5) R&R classification schemes:

Each scheme will now be described in turn.
ROLE has two schemes: 1️⃣ Government Roles and 2️⃣ Governed Roles.
Scheme three is 3️⃣ RESPONSIBILITIES which we’ve called RePoDuRi. The acronym stands for Responsibility, Power, Duty and Right. Or RuPaul’s Drag Race.
The fourth scheme describes the 4️⃣ PURPOSE of the particular provision of law. There are three sub-classes:
(1) RePoDuRi from scheme 3;
(2) Provisions dealing with technical matters such as the extent of the law and how it should be interpreted and so on; and
(3) The substantive requirements of the law.
The fifth scheme is the 5️⃣ POPIMAR model applied to the sub-classes (1) and (3) of the fourth scheme. See https://hsg65.com/hsg65-archives/ for the first edition of HSG65 that explains POPIMAR in more detail.
ROLES are ****NAME nouns. Often, but not always, the subjects of the law. They are the actors or participants in the delivery of compliance (internally we refer to them as ‘Actors’).
There are two variations creating loose groupings we've described as governed and government.
